Who We Are
Singapore Pools was established by the Singapore government on 23 May 1968 to provide safe and trusted betting to counter illegal gambling. As a not-for-profit organisation, it makes contributions to the Tote Board to fund a wide range of causes in social service, community development, sports, arts, education and health sectors.
Since 2004, over $5 billion have been channelled to the Tote Board. In addition, Singapore Pools also contributes about $2 billion annually to the Government in the form of taxes and duties. Its responsible gaming practices have been awarded the highest level of certification (Level 4) by the World Lottery Association’s Responsible Gaming Framework since 2012.
Since inception, Singapore Pools’ staff have a long-standing commitment to doing good and giving back to those in need. Staff volunteers support activities held all year round, from helping disadvantaged children, youth-at-risk, underprivileged families, and elderly, to conserving the environment.
Job Purpose
The Manager, Academy functions as a Learning Partner and serves as a capability partner to assigned Singapore Pools' divisions and charity partners. The role diagnoses capability needs, develops learning plans, and independently leads the design, development and implementation of appropriate learning solutions by leveraging internal subject matter experts, Associate Trainers and external vendors.
The role connects functional capability needs to role-based learning pathways, organisation-wide programmes and Academy Series offerings. For charity partners, the role identifies capability needs and matches them to relevant Academy programmes and learning solutions.
What You'll Do
Strategic Learning Partnership and Advisory
- Serve as the capability partner to assigned Divisional Heads and leaders.
- Facilitate capability planning conversations that align business priorities, workforce needs with relevant learning pathways and Academy priorities.
- Develop and maintain divisional capability and learning plans.
- Connect staff needs to functional learning, organisation wide programmes and the Academy Series.
- Develop, maintain and refresh role-based learning pathways for assigned divisions in partnership with business stakeholders.
- Cascade Academy’s learning strategy and surface opportunities that may benefit more than one division.
- Build trusted stakeholder relationships and provide periodic insights from learning and business data.
Capability Diagnosis and Solution Ownership
- Conduct formal and informal needs assessments and distinguish learning needs from non-learning issues.
- Identify current and future skill gaps and map them to relevant competencies and interventions.
- Independently design, develop and implement division specific learning solutions.
- Recommend suitable learning methods, including face to face, blended, digital and workplace learning.
- Engage internal subject matter experts, Associate Trainers, vendors and digital learning developers as required.
- Lead scoping, budget, timeline and implementation in collaboration with Learning Operations.
- Monitor participation, learner feedback, workplace application and stakeholder outcomes.
- Assess whether each solution addressed the original need and recommend whether to continue, improve, scale or discontinue it.
- Develop and formalise a robust quality assurance review process of all existing and new learning solutions
- Maintain accurate portfolio records, risks, decisions and progress updates.
Charity Capability Partnership
- Manage an assigned portfolio of charity partners based on their needs and level of engagement.
- Understand each charity’s organisational and workforce capability priorities.
- Match charity needs to suitable Academy offerings.
- Aggregate common demand across charities and recommend shared programmes or open runs.
- Build sustainable relationships and monitor participation, feedback and emerging capability needs.
- Refer common or reusable learning solutions to Charities based on their needs.
Who You Are
- A Bachelor’s Degree or Diploma in any relevant fields.
- ACTA/ACLP is a requirement with DACE certification an advantage.
- Possesses at least 8 years of training and consultancy experience with proven track record in adult learning, Workforce needs analysis, stakeholder engagement, and solutioning.
- Ability to independently transform data/ content and existing training from subject matter experts into relevant learning content.
- Ability to develop and re-design face-to-face, fully online, and hybrid/ blended courses using adult learning principles, instructional design and project management.
- Strong communication and interpersonal skills.
- Self-motivated, possesses initiative and ability to work independently.
